What does it mean to draw a circle without a fill?
Well obviously it's the opposite of drawing a circle with a make full.
Merely you don't usually use the term describe a circle with or without a make full. Y'all would ordinarily only say "draw a circumvolve".
And y'all can pretty easily draw a circumvolve in Photoshop Elements past using the Ellipse Shape tool.
What this tutorial is actually about is how to describe a circle around something.
The example I'thousand going to use is how to describe a circle around a specific person that we want to identify in a grouping shot. We're going to draw a circumvolve around the baby in the lower-left of this photo:
If we were to utilise the Ellipse tool this is what we would go:

STEP ONE- Add A New Layer.
